The Office of Chief Counsel has released (March, 2000) updated guidance on a number of issues regarding foster care expenses and the dependency exemption reversing its earlier position in Revenue Ruling 77-280. However, unreimbursed foster care expenses are unlikely to be allowed as a charitable deduction.
