No, honestly, I think she is being a B!TCH.
He needs the letter to take them on vacation, probably PAID for already, and SHE is withholdingthe letter. So he can SIT at his house with them, cause he can't go on the VACATION he planned, or he can leave them with her and go.
Seems pretty FAIR to me, if SHE wants to ruin HIS plans, he will do it right back.
