You lucked out in getting a caseworker who cares about the individual moreso than just going to work everyday and doing their job. If she stays in the system for 10, 15, 20 years, she'll likely grow wearing of chasing deadends. She'll be given quotas to meet, and when not meeting them because she's chasing deadbeats, she'll be in fear of losing her job. Eventually, she'll stop spending so much time chasing the deadbeats when she figures out its no longer worth it.
