Are you seriously saying that your income has not increased at all since 1998?
Since you didn't go back to court to get the CS reduction "in writing" you are, indeed, in arrears. You do NOT want to go back to court unless you can prove that she totally agreed to the reduction.
Also, if your income has gone up in the past 12 years, even though one child might have fallen off, your CS might go up on the other two to more than you are paying now.
You really need to go see a lawyer.
