child support to C Y S. in pittsburgh pa

my ex has costody of two boys. 12 and 18. last year around
march 10, 2010. cys in pittsburgh . came to my ex house and took the 17teen year old boy out of her house for neglect. I pay child support untill he turn 18. now cys want me to pay them a reimburstment. for when they took him out of her house last year. I was paying child support to her when they took him out of her house. they have a hearing next month for me . and her. I pay her support, she should have turn that support over to cys. I would like to reshuld this hearing next month, kind anyone tell me how do I cancell this hearing. and tell me where I can get a good lawyer. I am on a low budget.
