It doesn't, but that doesn't mean it wasn't court ordered at the appropriate amount. It also doesn't mean that his X is providing about the same amount HE is and that she is getting state aid because they are considered 'poverty' level.
We don't know enough information to surely say that he is doing LESS (financially) than he is able to.
I do think, from postings, that the OP seems uneducated and again I am wondering what their incomes are and their AGES. I am thinking young.
