Virgnia statutes specifically state that the caregiver must be a licensed one. If you use family members, that can be reimbursed also but at some point, someone will want to see the taxes that you pay on that person's behalf -- SS, FICA, Medicare -- so that the income is claimed with the IRS.

I'm not sure you'd want to go here on this one.
