I'm the noncustodial parent and my ex is doing this. It's very very fishy, but I do know they need day care. I just don't think it's really being charged to her as she just gets it back under the table. It's cheaper than normal, but it's also grandma and her sis doing it and on paper it's only her sister when its grandma doing it most of the time.
