The SCRA protects him - not his wife. If he wants to hire an attorney wherever his wife is and sue her for divorce over the phone - he can do that. He doesn't have to be served if he is filing - she does.
Though it is generally not a good idea to file things when you can't be there. She could turn around and get a temporary order for support jacking his pay and he can't get back to fight it for 11 months.
