QDRO & Death

RI divorce 10 years ago. Decree & QDRO (dated the same) state I get a percentage of Participant's available benefits for my life and be treated as a surviving spouse, irrespective of the death of Participant. Existing medical insurance must also be maintained.
The Participant died a month ago and I just found out when I questioned why my $ was not in my bank account. The City just stopped any more payments to me without any notice to me. They told me to have my lawyer contact theirs because it was now a legal issue.
I am still waiting for my original attorney to call me back to see what is going on here but I needed to see if I could get some answers in the meantime.
This just doesn't seem legal to me.
