If her depression is the cause for her decision to move to Florida, perhaps she isn't the most suitable parent to have physical custody.
File an injunction.
Take the kids to counseling.
Attempt mediation.
If she's depressed in Illinois, chances are she'll be depressed in Florida--and you won't be able to see how it is affecting your children.
Offer to take the kids while she moves to Florida for a period of time and decides if the move is really going to make her happy--you've got the kids and she has her move.
