Well if your shop ever gets broken into you'll be pretty sure to have a witness. Apparently he watches everything like a hawk.
My girlfriend has neighbours like that. When I was out there building her deck last fall he stood there and watched me the whole time making suggestions as to how I could do things better. On one hand you don't want to be rude...on the other hand you do.
