You could have him print a blank one, sign it and send it to you, or you could send him one to sign, the turnaround for letters has not been too bad and you would most likely get it before the end of the year. I would go with E filing, at most it is filed and you may have to print out a signature form and send it as a follow on, but filing should be the easiest part.
