recently I was mobilized to go to Iraq, during the seperation from my wife, joint custody was awarded, with physical custody going to me, while deployed, my estranged wife is supposed to be caring for the children(14, 12) she has a job that takes her out of state for 4 days at a time, during which an 18 year old, who has neither a license to childcare sit, or a vehicle to take the children to any appointments, or a way to get them to any extracirricular activities, neither at this time, has any money been left , in case of any type of emergency, is there anything that can be done under NYS custody laws, ie, putting them in a safer environment?

First of all, who has custody now? I was under the impression that divorced military personnel could not have custody if they were deployable, for lack of a better word. So..I'm guessing that custody has been transferred to your ex wife....or either way...she's got the kids now.
Second, she has to work, doesn't she? Do you pay so much in child support and spousal support that she can afford to stay home? If not, which I'm thinking is likely, then you cannot dictate what her job is. She has found what she believes to be reliable child care for a few days she must travel. Private babysitters do not require any licensing. There are these wonderful things called taxi's that the sitter can call if she must get the child to a doctor's appointment. However, I'm willing to bet that your exwife doesn't schedule things like that to take place in her absence. In my opinion, she should leave a small amount of money available, but that's still her call. So they miss soccer practice once or twice...it's no big deal.
