It depends on the State.
Some state do not allow for any non-attorney document preparation outside of the litigant preparing their own documents.
Some states have no regulations at all, other than that the person cannot give legal advise.
When I start my business, there were no regulations, but now there are. While you don't need to have a Degree, you do have to take tests to show that you have a sound knowledge and comprehension of legal document prepartion and Rules of Civil Procedure and once you past the test, you are licensed.
The Federal Bankruptcy Courts have similar requirements.

God thank you guys. My Mom is so mad at me now because she says I am not 'taking her advise' and 'listening to the law guy' and she insists that I should do what he told me to and 'go for alimony'. I took her into his office because I thought having her in there would help, you know an extra set of ears. But she for some reason (against all other's advise) thinks that I should sell the house (even though he and I just refinanced it so I could keep it) and live in a crappy apartment, and gamble on a chance that after losing the house I might "MIGHT" get some alimony. I made a mistake bringing her in there. Drink another bourbon mother. I can't believe this. Now my Mother is fumed with me over what this quack said in his office yesterday and now I'm learning here that he wasn't even supposed to tell me to go for alimony. GOD I am so upset. Not only do I have my Ex bugging me for this money to buy him out of house, now my Own Mom is ready to disown me :( Help :(
