File divorce, apply for support. If he's delinquent for child number 1, it's likely he'll be delinquent for child number 2, however it's better to have an order on the books than to go ten years without it and decide that you want it later.
If he goes to jail, his arrears will keep rising. You can possibly collect from income taxes assuming his first baby mamma doesn't do that.
And as a side note, I'm sorry if this sounds anything but advisory, in the future, learn about your man, make sure he's a good man, if he has kids, make sure he takes care of them. If he has a mom, make sure he respects her (within reason of course, you can't respect all mammas but you can get a good vibe about a guy from the way he treats his mamma.)

How did you not have luck with the CS in your county? If you have only been separated a month please keep in mind it can take several months for them to start garnishing for child support.
