Different courts have different rules. Back in the day, when a bail was set, a bondsman pledged to pay the money if the defendant failed to appear. The fee for that pledge was usually around a 10% payment of the bail to the bondsman.
Many state courts wised up and decided that they would set a bail bond or, in the alternative, release on cash which they set at 10% of the bond, thus screwing the bondsman.
Some states, like Wisconsin, have only cash bail, which means there are no bondsmen.

---> Can't say as I blame them. One article I ran across said that when a bondsman is used and the Defendant flees, the State only collects a portion of the bond...sometimes as little as 5%; so oftentimes the bondsman makes more than the State because they are getting their fee up front. But I would think that would depend on the bondsman's insurance premiums.
