I believe the minimum for passport action is 5000 USD in arrears.

You cannot revoke an American passport while the person is abroad.

You cannot revoke an American passport while the person is abroad. "the land of freedom" right lol. It is also still 5000. Unless he works for an American company, you are out of luck, but he should be prepared to live there for the remainder of his life because once he returns it will all hit him in full force.
