Brit married in Nevada wanting divorce

I have an English friend who was married in Nevada (Las Vegas) to an English girl over 10 years ago. They did not register the marriage in the UK or France where they lived. They are now seperated, and have been for 3 years and he now wants to get divorced. Do the residency laws apply or can he get divorced in France where he now lives? Any help or advice would be gratefully received.
