Alimony and free legal aid

My sister-in-law was divorced a few years ago, and awarded alimony. Her ex moved from NY to NC and remarried. He has not paid her anything in years. She had help from a free legal place for low income people, but they sent her a letter dropping her. That was the only free place in the area. Since she has not gotten anything in years, and she pretty much has condoned it, does she still have any recourse to go after the SOB. His sole income comes from disability and SSI.
