Dividing retirement benefits requires filing a QDRO. The document must be approved by the trustee of the retirement account then filed with the court. After that the trustee can distribute funds. Minimum is a month or two, and it is not uncommon to drag on for more than a year. If you can get the trustee to review the QDRO ahead of the final MSA, that would help a lot. They may not be willing though.
