Father is planning on moving to an emerging country (china, indonesia, south africa). He would like for child to visit. Does anyone know what the rules are on this? Father has made some poor choices prior with child

What country do you live in? Why is he moving? What poor choices has he made and how old is the child?

It depends on the state you live in .

to be very very clear. No one is saying the mother is trying to limit the father seeing the child. The mother is just asking if anyone knows what the rules are. I entered another post asking if anyone had experience enforcing child support got a really nasty reply.

The 'rules' are the father can have his parenting time with his child.....wherever he lives.
If you want to place restrictions on that you would have to go to court and have a very good and specific reason. Saying dad has "made some poor choices with child" is pretty vague. Everytime one of us takes our kids to McDonald's, we've made a poor choice. Either dad is unfit or he's not, there is no in between. You also really can't complain about the safety of the country he is moving to until you know which specific country he is moving too.
Perhaps you didn't care for the other poster's tone, but you did incorrectly call the continent of South America an emerging country. Pointing out your mistake doesn't mean it was a nasty reply.

I'd say there's always reason for concern with international relocation , especially when some of the possible destinations aren't signatories to the Hague Convention . Hell , Brazil IS and it still took David Goldman 5 years to have his son returned . At the very least , she should consider a child custody bond to mitigate the chance of abduction . .

Barring a GOOD reason (in the judges opinion, not yours) the child will be allowed (you will be court ordered) to visit the father in whatever country he lives in.
