Taxes & Arrears n CA

X owes a tidy amt in CS arrears. In years past the DCSS (child support) has taken his tax refund & paid down the arrears a fraction. They haven't done that for 3 years now & EVEN THEY say they should be receiving/dispersing it & are not sure why they aren't. Any ideas of why/what could be going on & how to proceed w/this?

Ex isn't working, OR isn't filing a tax return, OR your ex sets up his dependents so they take out less during the year, and they owe at tax time so there is no refund.

Ty 4 answering. He was working until a couple of months ago. He legally can't claim the kids (don't know if he is). Ty 4 being nice. just wondering if any here had this happen.

You are misunderstanding what Dedicateddad is saying. Your ex can claim dependents/exemptions on his W-4. I think a person can claim...what 10 dependents? If he does that he will get no refund as he had very little tax taken out and may actually owe the IRS. So therefore, not getting a refund for the state to intercept.
