stipulation only (no judgmment/decree)

Is there a way to divide my 401k accounts and ex pension with out a judgment/decree? We just had a MSC the commissioner stated he has seen it done with out a judgment/decree. Ex wants life time spousal I wont agree to that. That's why we don't have a judgment /decree. We only have a stipulation. All other property issues have been resolved.

Looking at stipulation its a stipulation for judgment with the word partial hand written in front of stipulation (partial stipulation for judgment). This qualifies as a final judgment of the issues listed?
