Prior child/medical support orders

I live in Illinois and my ex husband is trying to take me back to court. He says that he has overpaid me money on health insurance premiums since the year 2000. He was originally ordered to "contribute" towards the premiums and since the year of 2000 he was ordered to pay a set amount until the next modification went into effect. Can he legally go back to an old court order to collect any overpayment for ins prem? I was told that he cannot go back from the last court order of 2008 and collect anything. Is this true? I don't know why it's taking him four and a half years to decide this, or maybe he is just mad because the kids won't have a relationship with him now because of the life that he chooses, to drink and give them low self esteem. Please help soon, I have a court date approaching!

Has he overpaid money on premiums? Did they reduce and was he entitled to a reduction?

Imagine if you paid car insurance on a car for 10 years that you didn't even own, you catch the error and you call the insurance company. What do you want them to do? Would you want the car insurance company to refund that money to you? This seems similar. However, I think it really depends on the wording of the court order.

I think you are missing the point 79, she wants to profit off what he pays for the kid's insurance. This is yet another way women use kids as a business model. Nothing new here.
