Moving out of state with child BEFORE final decree

Here's the situation: father & child live in Arizona. He has filed for divorce & sole custody (child's mother has mental health & alcohol issues, and has been hospitalized multiple times for overdoses & suicide attempts). She has been living in North Carolina for several months, allegedly undergoing treatment. Father wants to take child back to Illinois, where they lived previously & where he has family support. Can he do this -- does he need the mother's permission? And, if so, how does it affect his divorce & custody filing (if at all?)
