I left the marriage. Husband purchased a new car. He says I will owe $11,000 (half the balance) at our financial settlement in Pennsylvania. Is that true?

Nope. That would be highly doubtful -- if the vehicle isn't in your name, you're not living with him, etc. that's HIS vehicle and HIS problem. There are laws about contracting debt specifically for the purpose of having an ex or estranged spouse pay the bills.

For what it's worth, the judge overseeing my case has has insisted at every turn that anything solely in my name is my problem, regardless of whether the bills were accrued during the marriage for joint expenses. It goes without saying it would be utterly impossible to stick my wife with half of a car I bought AFTER the split.
