of how long the divorce can drag on?
My stbxH had me served in early November. Nothing has happened and I'm getting the distinct impression that HE controls if and when we settled because he was the one to file first.
Does anyone have any experience with this? I'm in NJ, btw.

No.
Filing first has no legal impact. The only legal benefit to filing first is that if the parties reside in two different counties, you may have your choice of forums.
From a non-legal perspective, preparing your case for divorce in advance and ethn filing first, may give you the advantage of being more prepared with the dissolution commences, both based on your acquired legal knowledge, acquisition of records, and financial preparedness to hire counsel.

NO! My husband filed and his ex has ALL the control now, and she dragged it out for about 7 months.

Technically it isn't supposed to matter but it can depending on judge and lawyers. The one filing presents case first and if his or her attorney takes up too much time than the other party has less time and this does happen.

how long do they have to settle the assets it will be five years this month since the sepearation the div was final in 03 and still the division of assets, house .etc. arent finalized yet.. is there a time frame for PA to settle and split the assets?

Wow--that is absurd. I imagine it depends on whther a prty wishes to push it to a fial hearing. I would imagine it would be a priority.
