I am talking with a married women who will soon be divorced. All we do now is talk online. At what point is it legal in NJ for her to start seeing another man? Is is when she files or is it after the divorce is final?

You must be mixing something up - NJ is not Saudi Arabia, there is no ministry for prevention of vice here. Being married does not legally prevent you from dating or even having sex with another person.
The spouse, however, may then file for divorce on grounds of adultery. This may be an unpleasant process, since the married person then has to answer questions under oath, etc., but lawyers generally don't recommend this route of divorce. The burden of proof is on the plaintiff. If they fail to prove the adultery their case will be denied. If they succeed in proving the adultery, they don't get that much advantage by doing so.
