requesting a petition for modification of spousal

My stbx husband is receiving spousal support of 552.00/mos. My kids receive child support amounting to 247.00/mos. He refuses to sign divorce papers, I am assuming to prolong spousal support. Could I file a petition for modification of spousal support to at least maybe put a time limit on his support based on him prolonging finalization? (PA)

You should pay 50% of your salary to him for the rest of your life.

It would BARELY make up for Sleepless in NY above... I believe her type has you outnumbered six to one.
