I am active duty with an alcoholic wife. Stationed in NC with TX home of record. I will seek custody for safety of kids. Which state is best, or is there another State option that is better?

In order to file in any state at all, it has to be your state of residence....not your homestate, unless you are actually living there at the time. If you are stationed in NC, you will have to file there.
In my divorce, I moved from GA where X was stationed and I moved back to my homestate. I had to file for divorce in GA even though I moved back to my homestate. Why? Because my residence was considered GA because my homestate requires you to live here 1 year before you are considered a resident.....meaning had I filed in my homestate I would have had to wait an entire year before I could have filed. I had to run back & forth between my homestate & GA to get my divorce overwith....it was expensive for me and very annoying. If you are in NC...file there & be done with it.
