child custody

recently I was mobilized to go to Iraq, during the seperation from my wife, joint custody was awarded, with physical custody going to me, while deployed, my estranged wife is supposed to be caring for the children(14, 12) she has a job that takes her out of state for 4 days at a time, during which an 18 year old, who has neither a license to childcare sit, or a vehicle to take the children to any appointments, or a way to get them to any extracirricular activities, neither at this time, has any money been left , in case of any type of emergency, is there anything that can be done under NYS custody laws, ie, putting them in a safer environment?
