And how fair will it be if he chooses to stay in the area to 50/50 parent (if she allowed it), have to take a lesser paying job to do it, and then have his income imputed to reflect the 120k + he is "capable" of earning, and has to pay CS based on the 120k?

It's a double standard to accuse a dad of not being a good enough parent for relocating or working long hours to earn the same money as pre-divorce, and to accuse him of being underemployed for not working to his maximum earning potential.
