Because reasonable is an interpretable clause. One can interpret it that they decide what is in reason and the other can say they do, and neither will be in contempt. Mine had the same clause, though I'd asked for supervised visits by my abusive ex. I was informed that reasonable was whatever I decided was reasonable, that if he fought it, it would take a couple of years to get to court and that he'd lose anyway.

If you do try to get the order ammended, he can certainly ask for CS and they can garnish your checks. At this point, both of you aren't doing the best for those kids. You really need to consider helping with their support and he needs to consider that they need to know their mother. Just something to think about.
