I guess I don't understand why a federal code for child tax claims doesn't take precedence over a civil court (State issued) document such as a divorce decree. It most certainly did in my ex's case with Bankruptcy. It was in our court order that he could NOT claim bankruptcy, but he did... and the Federal Court ruled that they had jurisdiction over the divorce decree and granted him the BK... what is the difference? My divorce decree isn't worth the paper it is written on as far as I'm concerned.
