tax fraud??

what is the procedures for after reporting a tax fraud?

ncp claims child without me signing a form 8332,we live in different states....there is no court order for claiming our child every other year ...CS just recently started taking monies from his checks...he has a delinquency of over 5 thousand, never married...I reported him...I asked him how did he claim without S.S card... he said he gave the number to the H&R Block lady, shows that he is paying child support(He says it's a form of taking care of her) and tell the lady that she is not living with him.....

I'm confused...How can he claim her?? Especially if she doesn't live with him nor been with him for more than 6 months at a time......

is this situation considered fraud??...they froze his taxes...
