You have GOT to be kidding.
Every marriage has stuff that each party did that is wrong, in some way. There is enough mudslinging, false and real accusations, and holier than thou attitudes in a divorce to last a life time. "Wrongs" get talked about, embellished, and publicized between the spouses, their friends, their enemies, in court, and in small towns, between everyone else, enough.
Sounds like you want even MORE of the government's ability to step into our personal lives to give it a right to punish people and publicize "wrongs" people for wrongs during their marriage. What a ridiculous idea.
You cannot legislate morality. And in trying to do it in the way you suggest wouldn't accomplish anything. The laws we have on our books are there primarily to punish -- they don't have a heck of a lot to do with prevention. If they did, we wouldn't have criminals.
The only thing your idea would accomplish is a government funded trash magazine. the sooner you get over your divorce, the better off everyone involved in it will be.
