I get the whole time out thing but honestly my opinion is that 60 minutes is a bit long to expect a 9 year old to sit and reflect on what they did wrong. I can see 15 - 30 minutes. The rest of the time should be spent writing a letter of apology to the person they affected. That's what they would be expected to do in the real world. When I do something wrong or hurt someone's feelings, I usually will write a letter or note apologizing for what I did.
I also received detention once or twice in school..I think I sat out in the hallway in my desk. It was boring but I at least I could move around.
I did talk to the teachers that handle the ISS. They did however confirm that the students are not allowed to slouch in their chairs, move their heads, rest their heads down...they have to sit as still as possible for 60 minutes.
