In any state, it depends on who has LEGAL custody. She needs the authorities to obtain the child and an attorney. If the aunt does not have any legal custody, she MUST release to the mother. She will possibly risk kidnapping charges if she does not hand over the child. The problem is that the child has depended on this person and trusts them. Their may be some effects if "ripped" from the aunt. Cnsider, even though there is a great distance, a gradual move: visits firsts, a few days with mom, then moving the child. This may satisfy the aunt, child, and mother.
