Regardless of where you live, if you are legally his dependent, according to the USAF, he is supposed to be providing a portion of his pay, BAH, and BAS to you. Whether or not he can get in trouble for the adultery or abuse, he can get in trouble for not providing for his dependents.

Call Family Services at the base nearest you, or at the base where he is stationed. If you know his commanding officer, call him.
