Your ex is not breaking any rule or law by applying for a new custody order in her current state. All custody cases are to be held in the county of the child's residence for the past 6 months. Your ex moved 2 years ago, so any custody issues must now be filed in Missouri. If you had objected to her move you could have filed with Illinoise courts within the first 6 months of her departure and all hearings/conferences/trial would have had to have been held in Illinoise. You must now deal with Missouri courts. That is part of the Uniform Child Custody Jurisdiction and Enforcement Act. (Federal)
Also, please don't let your actions become about money or child support. Every parent is obligated to give their share to the child, whether it is on his/her own, or through a family situation. Yes, you pay suport and step dad pays the rest, which may or may not be more than you pay. You are angry because the mom doesn't work and you think you are sending her money, but isn't it better for your child to be with her mother than in a day care after school? Or with a nanny? And child care expenses could also be added to your support amount. Not to mention, your money goes to your child, whether your ex and her new husband need it or not. Remember, it's not about what he earns or the fact she doesn't work. It boils down to what kind of income you would have if you were still together and what portion of responsibility that would impose upon each of you to raise your child in the same or a better standard of living. If you want more time with your child, go to Missouri and fight for it. Just make sure it is because you intend to be there and commit to it, not because it irritates you to send a support payment each month.
