I don't suppose that the Soldiers/Sailors Relief act comes into play here? Although you MAY have lost the window to appeal your child leaving, that act specifically aims to protect servicemembers that are serving and can't possibly attend any court hearing.
Have you looked into this at all? It might be enough to start the clock over again -- and now that you're getting out of the military, have a job, own your home, etc., using that to start your platform from might be enough to make her reasonable as far as travel and your visitation go.
Good luck!
Depending on where they both live in the respective states, it might now cost all that much to travel as they are neighboring states. Flights would be really cheap and depending on the cost of gas, even driving might be a better alternative than flying. Iowa is about 2 hours from me personally, so it depends on where both live.
She (his ex) did have to follow the statute (which she didn't). If he seeks relief in the Illinois courts at least, the cost of transportation will 100% be his ex's responsibility.
Like I said though, he needs to look at both state statutes and see which is better for him personally. She in all likelihood shot herself in the foot in terms of CS at least. In addition, although Illinois is one of the roughest on a parent, it still does SOME things correctly.
