In which state do you live and is it the state that issued the court order? Does the father live in that same state?

Generally, you would request a child support review and the state would request at least 3 years of tax returns. If you remain unsatisfied with the answers, you can hire an attorney to subpoena his financial records. You may need to hire a forensic accountant to follow the money trails to prove he is lying about income. At some point, you have to consider how much money you are spending to get more support.

Certainly you could file for a modification and ask that he be ordered to reimburse half of the cost of insurance. I'll bet that if you haven't had a review or increase for 10 years, you will receive an increase now.
