Moving from Oh to Fl

I have not been with my husband since 2007 and since filing for child support he has made my life a living HELL! I would love to move to be close to my mother to finish my degree ,and to be with the person whom I am dating now ,but he is making it impossible. He has ripped up our dissolution paperwork and is refusing to get it redrawn up until I give him back money each week from the child support. He orig. had it drawn up so I could move ,and now he is saying that I can not. Another set of issues for reasoning is he has been arrested for pot and cocaine (all charges were dropped though) and I wish to remove my children from any type of situation that he could bestow upon them. I am at my wits end on what to do and where to go to try to start some process to allow me to move. Any help would be great.
