Iraq deplyoment - he wants a divorce

A friend of mine is currently in Iraq. I've known him over 20 yrs. He's a really great guy but he's had enough of his wife. She's physically abusive. He's had her arrested twice for domestic violence. He's in the Army. The problem is, there is something about Service members Civil relief act. I've been trying to research this to help but I'm getting no where.
Is there no way for him to start proceedings while he is in Iraq? He really wants to get things started but we're both at a stand still.
