Relocation under 50 miles but over county line

My custody arrangement from 2003 states that I need to give my ex 90 days written notice of my intent to relocate outside Polk, Highlands or Hardee counties. I am re-marrying and will be moving. My ex and I currently live 26 miles apart in Polk. My move will put us 32 miles apart, but I will be moving just over the county line into Hillsborough. The move will put us both at the same distance from our daughter's school. The original visitation agreement will still be upheld by me, and I stated that I would drive the additional few miles, continuing to meet at our usual mid-point for exchanging our daughter. He has said that he will not let me move into Hillsborough county. What paperwork should I file? And to whom... him, the courts, or both? I can only find forms for if a person is moving more than 50 miles.
