It is very vague and has not been updated since I was active duty, nearly 14 years ago when it changed from 35-10 (I believe). It basically states that the member needs to "support dependents" without real parameters and then dictates what can happen if the member chooses not to. My husband never makes a member pay $$ for a former spouse sans a court order, but he will send the member to legal for advice/recommendation.
I am willing to bet a large % of spouses go to the IG regarding the support issue so it is not that big of a deal. That is what the IG is for (to hear complaints), some pilot need 0-6 OPR bullets. The problem is, is that there is nothing forcing your husband to pay a certain amount of money to you other than the First Sgt (who I am not sure can do that).
Is your husband in a Maint. Squadron?
********************* 3.2. In cases alleging nonsupport of family members: 3 3.2.1. Advise members of the Air Force policy that they are expected to provide adequate financial support to family members and the procedures which the family member may implement to obtain involuntary collection of support through garnishment or statutory allotments. See attached fact sheet, Attachment 1. 3.2.2. While proof of financial support of family members is not ordinarily required, upon receipt of a complaint of non-support by a family member, require proof of financial support from the member. 3.2.3. Assess basic allowance for quarters (BAQ) entitlements. Inform members: 3.2.3.1. They may not receive BAQ at the with-dependent rate if they do not provide financial support to their spouse or children. 3.2.3.2. Refusal to support family members will result in termination of BAQ entitlement at the with-dependent rate. 3.2.3.3. The Air Force will recoup the with-dependent rate BAQ received by the member during periods of non-support. 3.2.4. When responding to a HQ AFPC/DPSFC request for information concerning a non-support case, include a copy of the reply sent to the complainant and the following information: 3.2.4.1. If applicable, a copy of the court order. 3.2.4.2. Evaluation of the degree of compliance by the member. 3.2.4.3. Date, amount, and method of prior support payments. 3.2.4.4. Proposed date, amount, and method of payment for future support payments. If paying by allotment, include the effective date of the first payroll deduction. 3.2.4.5. BAQ amounts received by the member and the basis of receipt (i.e., spouse, child, child in custody of former spouse). 3.2.4.6. If applicable, action anticipated or taken in accordance with Air Force policy.
