Post secondary education subsidy - Iowa

I am looking for information pertaining to post secondary education subsidy in Iowa for parents that were NEVER MARRIED.

On page 9 of the above link.

"Under Iowa law, courts may only order divorced parents to pay postsecondary-education subsidies.58 They may not order married parents or parents who never married to do the same."

Is this really the case?
