Frustration...

My husband and I have legal custody of 3 neices (all sisters). Oldest will be 13 in 3 months, middle just turned 11 and youngest is 9. Problem is with 11 y.o. She continually sneaks on my computer without permission (thinking she won't get caught), roots through drawers and things that don't belong to her and sneaks junk food to school for snacks, then lies about it all. If you ask her why, she always says "I don't know!". I have put a pass word on my computer, so that solves that problem, but I am almost at my wit's end with her behavior. Counseling didn't work...I don't know what else to do. She recently spent the night at a friends and made an email address AND a facebook account while there. I do NOT allow them to have facebook accounts, as I believe they are way too young and have no business with one. All of their friends have one and they all have cell phones too, which I also disagree with. Can someone PLEASE give me some ideas what to do with her?? I have taken away MP3 player, Nintendo DS, bicycle, etc. already.
