Filing for a modification in child support

If someone is making just over minimum wage and states their leftover money at the end of the month is around $20 WITHOUT paying their rent and conveniently leaves out other expenses totaling hundreds of dollars, do the courts ask to see other documents, such as bank statements? Because I don't see how somebody can claim to only have ~$20 leftover each month, even without listing some of their other expenses (which would push them right over that $20/month surplus) and not have to show they are most likely either (A) making more than they say they are or (B) getting some financial assistance from somewhere, which case they should have to declare. The cigarettes alone probably cost NCP $100-150/month, I'm guessing. That part wasn't listed on the financial statement. There are a lot of other discrepancies in the financial statement that I wonder if NCP could be made to prove (such as electric/water bill, etc.)
The NCP in this case pays about $200 per child and is capable of earning around $30,000 (they are either choosing to be underemployed, working for so little money or their employer is fudging the paystubs that were submitted to the courts...they were printed up on a personal computer). The NCP wants to file for a reduction in child support because they claim they cannot afford to pay it or their rent. Yet they take the kids out to eat all the time to dinners costing $50-80 a pop, are spending $100/month on clothing (I don't know about you, but if I was making such a little amount of money, I would not be spending almost 10% of my take home pay on clothes), and buying expensive things that cost as much as they make in a day of work. It's not our business how the NCP spends their money but when child support and other medical expenses haven't been paid since February and it's now the end of May, it seems to be a problem when they are out spending hundreds of dollars elsewhere. In my opinion, medical insurance for your kids should come before anything, as should child support. So their solution is to file for a reduction in child support.
Just wondering if courts or attorneys had ever subpoenaed documents like bank statements, checking account information, etc. to show that NCP is lying about either the income or the outgoing expenses or both.
